The National Eye Institute (NEI) of the National Institutes of Health (NIH) is seeking information from small businesses capable of supplying a fully assembled, fully functional custom adaptive optics scanning light ophthalmoscope for patient imaging purposes. This device must be custom assembled on an optical table and integrated with bespoke software. The notice serves to identify small businesses—including those in the 8(a), Veteran-owned, Service-disabled Veteran-owned, HUBZone, Small Disadvantaged, and Woman-owned categories—that have the expertise to fulfill the requirement. The anticipated contract would cover a one-year base period starting mid-July 2014, with a possible one-year extension at the government's discretion, totaling up to 24 months. This is a sources sought notice rather than a solicitation, meaning it does not request proposals or quotations and does not commit the government to award any contract. Interested businesses are invited to submit capability statements in PDF format by a specified deadline in early June 2014, adhering to strict formatting and length requirements. These statements will help determine whether there is sufficient small business interest and capability to proceed with a set-aside acquisition. The government retains full discretion in deciding whether to restrict the acquisition to small businesses based on the responses. Questions and capability statements should be directed to identified points of contact at the NIH.
