The Naval Undersea Warfare Center Division Newport is soliciting a Firm Fixed Price purchase order for 10 Custom CATSCAM Sensor Tag Packages on a brand name only basis, as these tags are the only ones capable of providing the necessary customizations in housing and attachment types—such as fin floats and fin clamps—to integrate seamlessly with existing government infrastructure. No alternatives are considered viable due to the unique customization requirements and the unacceptable delays that would result from developing a replacement. The acquisition falls under NAICS code 334511 with a small business size standard of 1,350 employees or fewer, and although initially designated as a small business set-aside, this set-aside has been dissolved through amendment. The procurement is now full and open to all responsible sources, including authorized distributors, who must meet government minimum requirements and submit proposals via email by the deadline. The offeror must provide a detailed quote referencing QU-0231, include a valid point of contact with name, phone, and email, submit their CAGE code, and ensure quote validity for at least 60 days. Payment will be made exclusively through Wide Area Workflow (WAWF), with performance-based payments not applicable, and shipping charges must be included in the submitted unit price. Delivery is required F.O.B. Destination at Naval Station Newport, Rhode Island, with a delivery deadline no later than December 31, 2026, and an original anticipated delivery window of 12 weeks after contract award. Offerors must support price reasonableness with comprehensive cost and price analysis, including breakdowns of direct labor, materials, indirect rates, and proposed profit margin, along with historical invoices for similar items. The contract incorporates multiple Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses covering cybersecurity compliance with DFARS 252.204-7012 using deviation 2024-O0013, NIST SP 800-171 assessment requirements, CMMC level adherence, Buy American provisions, export controls, UID marking for items valued at $5,000 or more, prompt payment discounts, electronic fund transfers, and prohibitions on inverted corporations, delinquent tax liabilities, convict labor, child labor, trafficking in persons, and unauthorized obligations. Active SAM registration is mandatory prior to award, and all submissions must be sent electronically to Nico Montanari at the designated Navy email address.

Amendment 1: Extending to 7/15 to allow time for contractors to provide quotes.

Amendment 2: Changing delivery date to NLT 31 December 2026

Amendment 3: Dissolving SB Set Aside.

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price type purchase order on a brand name only basis for 10 CATSCAM Sensor Tag Packages as described below. CATSCAM Sensor Tags are currently the only known tags that offer the unique ability to heavily customize their housing and attachment types (e.g., fin floats, fin clamps) that integrate into the Government’s current infrastructure, which is necessary for this requirement. No other sensor tags have the customization required, and creating one that does would impact schedule requirements and incur unacceptable delays associated with integration into the Government’s existing infrastructure.

Qualified suppliers including authorized distributors will be considered and must meet the Government’s minimum requirements detailed below. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

This procurement is a full and open as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 334511; the Small Business Size Standard is 1,350 employees or fewer. The PSC is 6640.

All Up Round plus Canister Simulator (AURCS)The Naval Undersea Warfare Center Division Newport is seeking industry input through a Request for Information to assess capabilities for the future fabrication of the All Up Round plus Canister Simulator, a complex developmental system requiring advanced manufacturing, precision machining, and stringent welding standards. Respondents must demonstrate the capacity to handle large, heavy components with detailed facility infrastructure including lifting and assembly capabilities, along with proven expertise in large-scale precision machining and welding that meets strict military specifications. The future contract effort would involve producing a First Article Unit for validation through Manufacturing Readiness Review and Physical Configuration Audit, followed by recurring production of AURCS units and associated Peculiar Support Equipment, plus ongoing engineering change management and supply chain obsolescence mitigation. The government will provide the Technical Data Package and Statement of Work upon solicitation but currently seeks evidence of industry readiness through a white paper response no longer than ten pages, complemented by supporting visuals. Companies responding must provide a comprehensive company profile including CAGE code, UEI, size classification under NAICS 336419, and point of contact details, while explicitly addressing five key capability areas: facility infrastructure for handling heavy components, precision machining experience with tight tolerances on large assemblies, welding program certification and NDT inspection capabilities, ability to meet aggressive production schedules, and relevant past performance in naval or submarine-related fabrication projects. Two government contract references are required, and proprietary information must be clearly marked. All responses are due by August 14, 2026, submitted via email to designated Navy points of contact. Importantly, this RFI is not a solicitation, does not obligate the government to award a contract, and respondents bear all costs associated with their submission. Access to controlled attachments, including the draft Statement of Work and background slides, requires a SAM.gov role and formal request with justification, and all received information will be handled as Controlled Unclassified Information.

Commercial Solutions Opening (CSO) for OTA Topics Open to UTIC Consortium MembersThe Naval Undersea Warfare Center Division Newport is seeking innovative solutions through a Commercial Solutions Opening under a prototype Other Transaction Agreement authorized by 10 U.S.C. § 4022, leveraging its partnership with the Undersea Technology Innovation Consortium managed by Advanced Technology International. This solicitation, designated UTIC-FY26-02, invites qualified Consortium members to submit proposals for projects that directly enhance the mission effectiveness of undersea warfare systems, including submarines, autonomous underwater systems, and offensive and defensive undersea weapons, with a focus on advancing existing or emerging technologies critical to the Department of Defense. The opportunity is open exclusively to members of the UTIC Consortium and is not reserved for any specific small business or set-aside category. Proposals must be submitted by July 31, 2026, and the primary point of contact for inquiries is Christopher J. Kenney of NUWC Division Newport in Newport, Rhode Island. The solicitation is part of a broader effort to issue at least eight separate OTAs through the UTIC framework during FY26, aiming to rapidly integrate cutting-edge capabilities from nontraditional and traditional defense contractors and research institutions. All submissions will be evaluated based on their technical merit and alignment with undersea warfare modernization priorities, with performance expected to occur primarily in Newport, Rhode Island, supporting the Navy’s ongoing undersea dominance initiatives.
