Custom CATSCAM Sensor Tag Package

The Naval Undersea Warfare Center Division Newport is seeking to award a Firm Fixed Price purchase order for 10 Custom CATSCAM Sensor Tag Packages on a brand name only basis, recognizing that these tags are the only available solution capable of integrating with the Government’s existing infrastructure through customizable housing and attachment options such as fin floats and fin clamps. The requirement is critical due to the unique functionality of the CATSCAM tags, and alternative solutions would cause unacceptable delays and integration challenges. The procurement has been classified under NAICS Code 334511 with a small business size standard of 1,350 employees or fewer, and initially designated as a small business set-aside; however, Amendment 3 has dissolved this set-aside, making the solicitation fully open to all responsible sources. The delivery schedule has been extended to no later than December 31, 2026, per Amendment 2, with the original delivery expectation at 12 weeks after award. Submissions must be made electronically via email to the designated point of contact by the revised deadline of July 22, 2026, following the extended timeframe established by Amendment 1. Offerors must include a detailed price quote for the items referenced in QU-0231, along with a point of contact, Contractor CAGE Code, and confirmation that their quote remains valid for at least 60 days. They must acknowledge that performance-based payments are not applicable and that payment will be processed exclusively through Wide Area Workflow (WAWF). To support price reasonableness, offerors are required to provide comprehensive cost and price analysis data including breakdowns of direct labor, direct materials, indirect rates, and profit margins, as well as historical invoices for similar items. All delivered items meeting the $5,000 or more unit acquisition cost threshold must be marked with a Unique Item Identifier (UID) in accordance with DFARS 252.211-7003. Contractors must also comply with stringent cybersecurity requirements including DFARS 252.204-7012 with deviation 2024-O0013, NIST SP 800-171 assessments, and Cybersecurity Maturity Model Certification Level requirements.
