Custom Fabricated Stainless Steel End Tubes & Housing Body

The contractor is required to fabricate, machine, finish, inspect, and deliver three custom stainless steel components for Brookhaven National Laboratory: one Type 206 stainless steel CSX End Station Tube (Theta), one Type 304 stainless steel CSX End Station Body Housing, and one Type 304 stainless steel CSX End Station Tube (Delta, Rotary), each in a quantity of one. All work must strictly conform to the BSA Statement of Work dated June 26, 2026, the associated drawings and step files referenced in Draft BSA Purchase Order No. 480664, and the Brookhaven National Laboratory Supplier Quality Assurance Requirements (BNL-QA-101). The solicitation, issued under the NAICS code 332710 and managed by Brookhaven Science Associates, LLC on behalf of the U.S. Department of Energy, specifies that all materials must be sourced domestically, with foreign materials or end products strictly prohibited. The contract is subject to Buy American requirements and mandates full compliance with applicable FAR clauses including those related to lobbying disclosure, executive compensation reporting, responsibility matters, affirmative action, and compliance with previous contract obligations. The supplier must maintain a quality system certified to ISO 9001 or an equivalent internal program, perform all special processes such as welding or heat treatment under qualified, documented procedures, and deliver a complete inspection report, process documentation, and traceable as-built records for each part. Packaging and shipping must adhere to ASTM D 3951 standards, include a packing slip on the exterior of each box, clearly reference the BNL PO number on all documentation, and avoid prohibited materials like vermiculite unless certified asbestos-free. Shipments are to be delivered FOB Destination, prepaid via UPS Ground, to Receiving Building 98 at Brookhaven National Laboratory in Upton, NY, with no insurance or value declaration permitted. The offeror must be registered in SAM with a valid UEI, submit a signed quotation on AMS-Form-043, provide descriptive technical material, and submit all documentation via email by the revised deadline of July 14, 2026. Award will be made to the lowest-priced responsive and responsible offeror who meets all pass/fail criteria including domestic sourcing, technical completeness, and regulatory compliance. Upon award, the contractor must provide W-9 and ACH authorization forms, and BNL reserves the right to audit supplier premises and records for quality assurance.
