The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) has issued a Notice of Intent to negotiate a sole source contract with Genscript USA Inc for custom gene synthesis and expression services. The project involves the creation of an intermediate vector incorporating specific promoters, restriction sites, and poly A sequences, as well as the synthesis of open reading frames into these vectors. This specialized work is critical for the agency's ongoing vaccine studies and research protocols. The government intends to bypass full and open competition under 41 U.S.C. 1901 (a) (1) and FAR 13.106-1, citing Genscript USA Inc as the only responsible source capable of meeting the technical requirements without compromising the integrity of existing research results. While this is not a request for proposal, other capable sources may submit capability statements to Margaret Schott by July 17, 2023, for government consideration.

Full Description

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Genscript USA Inc for the following services: Custom Gene Synthesis and Expression This service is needed to create an intermediate vector to add the EF1a promoter, BsmBI site 1, EcoRV site, BsmBI site 2, and a BGH poly A sequence to a vector. Service provider will synthesize all the ORFs of interest into the intermediate vector between the EcoRV site, resulting in a vector with the EF1a promoter; BsmBI site 1; ORF of interest; a PCR handle; 24nt barcode (in the xlsx attachment); BsmBI site 2; BGH poly A sequence. J&A: This service can only be provided by GenScript because this is the only known vendor that has the expertise to produce the specific types of genes we need. Also, we've worked with GenScript for several years and their products are a critical part of our vaccine studies and are included in our research protocols. Changing variables/vendors would compromise the integrity of our results. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-2181029) to Margaret Schott at contact@example.gov. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

1-Year OEM Service Contract - (2) Revvity Celigo S Imaging Instruments (VRC)
Solicitation # NOI-NIAID-27-2279300
The National Institutes of Health NIAID intends to award a firm-fixed price sole source contract to Revvity Health Sciences, Inc. for a one-year maintenance and service agreement for two Revvity Celigo S imaging instruments. The period of performance is scheduled from November 15, 2026, through November 14, 2027. This procurement is categorized under NAICS code 811210 for electronic and precision equipment repair and maintenance. The government is utilizing statutory authority 41 U.S.C. 3304(a)(1) and FAR 6.302.1(b)(1)(i), asserting that Revvity Health Sciences is the only responsible source capable of satisfying the requirement due to their proprietary access to diagnostic tools, service documentation, and genuine replacement parts. The scope of work includes priority response for unlimited repair travel, labor, and parts, as well as remote support and minor hardware and software updates to ensure the instruments meet manufacturer specifications. While the government intends to negotiate directly with the OEM, interested qualified sources were invited to submit capability statements by November 4, 2026, to the contracting officer, Linda Smith, and acquisition specialist, Jessica Emerson. The final award is expected to be issued within five days of the notice closing.

2027 NIAID DMID Omnibus Broad Agency Announcement: Development of Medical Interventions for Infectious Diseases
Solicitation # HHS-NIH-NIAID-BAA2026-1
The National Institute of Allergy and Infectious Diseases (NIAID) is soliciting proposals under Broad Agency Announcement HHS-NIH-NIAID-BAA2026-1 to advance the research and development of medical interventions for infectious diseases. This initiative focuses on three primary research areas: the development of needle-free vaccine candidates through early-phase clinical trials; the creation of safe and effective therapeutic candidates for serious infectious diseases, including those resistant to current antimicrobial therapy; and the innovation of in vitro diagnostic technology platforms capable of rapid, automated detection of a broad panel of priority viral pathogens. The program emphasizes alignment with NIH priorities regarding biosafety, biosecurity, and the use of non-animal testing methods. Proposals must be submitted electronically via the NIAID eCPS website by December 8, 2026, at 3:00 PM Eastern Time. Technical proposals are limited to 75 pages and will be evaluated by a peer review group based on technical merit, with the technical plan and personnel qualifications being of paramount consideration. Awards are not based on a common Statement of Work; instead, offerors must propose their own technical plans, milestones, and cost structures using a base and option period format. The resulting contracts will require an accounting system compliant with generally accepted accounting principles and will involve rigorous government inspection and acceptance based on the successful completion of critical milestones.
