This is a Combined Synopsis/Solicitation for the acquisition of a Custom Pressure Transducers.


  1. This is a combined synopsis/solicitation for commercial products prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. A quotation is requested, and a separate written solicitation will not be issued.

NOTICE OF INTENT TO SOLE SOURCE: The Air Force TEST CENTER (AFTC/PZZF) at Edwards AFB intends to award a sole source firm-fixed price-purchase order to Kulite Semiconductor Products, Inc (CAGE: 34345) under the authority of 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” Market research has determines that only the Original Equipment Manufacturer (OEM), Kulite, possesses the proprietary technical data required to manufacture these custom pressure transducers to safely interface with the Government’s existing aircraft.


While this is a sole-source requirement, any responsible source who believe they can meet all the requirements described in this synopsis may submit, in writing, a complete quote and technical capability statement for consideration. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.


  1. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are in effect through the Revolutionary Federal Acquisition Regulations Overhaul (RFO) 2026-1, R-DFARS Change 03/09/2026, and Class Deviation 2026-O0015.
  2. THIS REQUIREMENT WILL BE: Sole Source to a Small Business (Kulite Semiconductor Products, Inc). The North American Industry Classification System (NAICS) number for this acquisition is 336413 with a size standard of 1250 employees.
  3. Delivery: Period of Performance/Lead time will be 24 Weeks ARO. FOB Destination to Edwards AFB, CA 93524.
  4. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (DEV-O0038), applies to this acquisition. Provisions and clauses can be viewed via internet at https://www.acquisition.gov/far-overhaul.

1. Basis for Award: Because this is a sole-source acquisition, the provision at 52.212-2, Evaluation—Commercial Products and Commercial Services, is not applicable. The Government will award a purchase order resulting from this RFQ to Kulite upon a determination by the Contracting Officer that the proposed price is fair and reasonable.


2. Offerors shall include complete copies of all applicable provisions. Offers will be considered incomplete if these are not included with the quote. The Offeror shall ensure their annual representations and certifications are current on the System for Award Management (SAM) website at https://www.sam.gov.


3. The clause at 52.212-4, Terms and Conditions—Commercial Products and Commercial Services (DEV 2026-O0038), applies to this acquisition.


4. Additional Contract Requirement or Terms and Conditions: Please find the complete list of applicable provisions and clauses in the attached solicitation document. Pursuant to new RFO procedures, 52.212-5 is no longer utilized, and all applicable statutory and executive order clauses have been explicitly incorporated by reference or full text in the attachment.

6. Quote Submission Information: It is the government’s intent to award without discussions. Therefore, the initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.
