Custom Truck One Source — Specialty equipment upfitter

Master Agreement 091125-CUK is a cooperative purchasing contract between Sourcewell, a Minnesota service cooperative, and Custom Truck One Source, Inc. for the provision of public utility equipment, related accessories, and supplies. The scope of work includes the delivery of aerial lifts, digger derricks, cable placing and pulling equipment, directional drills, and trenchless excavation tools to eligible governmental, educational, nonprofit, and tribal agencies across the United States and Canada. The agreement is effective for an initial four-year term starting October 16, 2025, with the possibility of extensions up to seven years. Participating entities receive a 5% discount off MSRP, with additional volume discounts ranging from 1% to 2% for identical units. Delivery charges are set at $3.00 per mile for driveway services and $4.00 per mile for heavy semi hauls, though final FOB terms are negotiated per transaction. The contract was awarded based on a best-overall-value trade-off analysis, prioritizing pricing, the depth and breadth of solutions, and the supplier's ability to sell and deliver. Custom Truck One Source must maintain compliance with various regulatory standards, including the Buy American Act, 2 C.F.R. Part 200, and Executive Order 13224, while providing warranties that meet or exceed industry standards.
