CXT, Inc. — Precast concrete buildings

Master Agreement 052725-CXT is an Indefinite Delivery Indefinite Quantity contract between Sourcewell, a Minnesota local government unit, and CXT Inc. for the provision of restroom and shower facility solutions. The scope includes the design, delivery, installation, and maintenance of prefabricated, permanent, portable, trailer-mounted, or towable units, including flush, waterless, or compostable toilets, showers, and changing rooms. This cooperative purchasing agreement allows thousands of eligible governmental, educational, nonprofit, and tribal agencies across the United States and Canada to procure these solutions. The contract has an initial term of four years, starting approximately July 1, 2025, with potential extensions up to a maximum of seven years. The agreement is based on a best-value trade-off evaluation, with pricing accounting for 400 of the 1,000 total possible evaluation points. CXT Inc. provides a 10% discount off its commercial list price, subject to a 2% administrative fee. The estimated annual value of all transactions under the master agreements is 40 million USD, leading to a total estimated contract value between 160 million and 280 million USD over the full potential term. CXT Inc., a subsidiary of LB Foster Co., is required to comply with various federal and state regulations, including the Buy American Act, ADA accessibility standards, and the Davis-Bacon Act, while committing to direct over 60% of its vendor spend to small and disadvantaged businesses.
