CYANOBACTERIA HARMFUL ALGAL BLOOM (CHAB) MAINTENANCE DREDGING

The Port of Stockton is soliciting bids for the Cyanobacteria Harmful Algal Bloom (CHAB) Maintenance Dredging project, funded by a USACE federal grant. The primary objective is to perform maintenance dredging of the surface sediment layer within McLeod Lake along the Stockton Waterfront to remove benthic cyanobacterial seed stocks and prevent harmful algal blooms. The scope of work includes the dredging, handling, transporting, and placement of up to 54,900 cubic yards of sediment at the Roberts Island Dredge Material Placement Site. Bids are due by September 30, 2026, with a required project completion date of November 30, 2026. Eligible bidders must possess a California A Contractor License and ensure personnel have TWIC credentials. The contract will be awarded to the lowest responsive and responsible bidder. Key requirements include a bid guarantee of five percent of the bid price, as well as performance and payment bonds for 100 percent of the contract price. The project must adhere to strict regulatory permits from the CDFW, CVRWQCB, USACE, NMFS, and USFWS. Additionally, the contractor must implement a Quality Control Plan and comply with federal standards, including the Davis-Bacon Act, EEO policies, and specific subcontracting goals for small businesses.
