NOTICE OF PROPOSED PROCUREMENT The Department of National Defence (DND), requires the purchase of a cyber attack simulation and training software solution, providing simulated cyber attack scenarios, which DND personnel may engage/interact with, in a secure isolated environment, mirroring real-world conditions, without impacting live networks, supporting the development of technical skills across multiple roles and teams and enabling personnel to detect, respond to, and mitigate cyber threats effectively. More specifically, twenty (20) cyber attack simulation and training software solution licences, including support and maintenance are required. The resulting Contract will contain one (1) initial period and two (2) optional periods. Delivery of the solution is within Ottawa, Ontario ************* Initial Deliverables (FY 25/26) Item Description Quantity 1. Cyber attack simulation and training software solution 20 2 Cyber attack simulation and training software solution support, including helpdesk or technical support, software 1 version updates and software patches for all licenses ************* Solicitation of Offer Submission Eligibility: This solicitation of offers is subject to the Policy on Reciprocal Procurement. This means that only Canadian Suppliers and Suppliers of an Applicable Trading Partner, as defined in the Annex Solicitation of Offers Definitions, are eligible for this solicitation of offers. Offers submitted by Suppliers of a Non-Trading Partner will be rejected. Nature of Requirement: As traditional training methods are no longer sufficient to meet the pace and complexity of modern cyber operations and In accordance with operational requirement to ensure personnel are continuously trained and prepared to respond to increasingly sophisticated and persistent cyber threats, a cyber attack simulation and training software solution, including helpdesk support and software patches/updates is required. Detailed specifications can be found at Annex “Statement of Requirement” of the attached Solicitation of Offers Delivery Date: Upon Contract award. Competitive Procurement Strategy: For Canada to declare an offer compliant, the offer must comply with the requirements of the solicitation of offers and meet all mandatory technical evaluation criteria. Canada will consider the compliant offer with the lowest evaluated price for award. Comprehensive Land Claim Agreement: This procurement is not subject to Comprehensive Land Claims Agreement. Security Requirements: There is no security requirement associated with this Solicitation of Offers.
