This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source contract to BioTek Instruments, Inc. under the statutory authority 13.501(a). This contract is for the purchase of a Cytation 5 multimodal automated digital microscopy system for use at the Walter Reed Army Institute of Research (WRAIR). The Cytation 5 uses the Gen5 software for quantitative and image data collection, processing and analysis in real time at the phenotype and bioenergenic level. BioTek Instruments, Inc. is the only manufacturer and seller of this system. They are the developers that provide digital microscopy; however, they cannot be connected to the Seahorse analyzer to measure kinetic assays in real time. The point of the research is to rapidly identify cellular and bioenergenic changes that occur in response to injury and treatment paradigms changes that can be transitioned to medical solutions for battlefield acquired brain injury. The Cytation 5 includes the Gen5 Plus proprietary software and can be used in conjunction with the Agilent Seahorse Analyzer to measure bioenergenic parameters: oxygen consumption, extracellular acidification, mitochondrial respiration and glycolysis in real time. Because brain injury effects the mitochondrial pathways, therapeutic paradigms are being investigated that can improve or prevent further damage to the brain. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award a contract no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source. All questions and responses concerning this notice shall be emailed to Mr. Christopher L. Cook at christopher.l.cook68.civ@mail.mil.

Global Tactical Edge Acquisition Directorate Accelerated Capability Event 27-02- Spectrum Enabled Warfare
Solicitation # W912CM-25-GTEADACE27-02
The U.S. Army, through the Global Tactical Edge Acquisition Directorate and U.S. Army Europe and Africa in partnership with the FUZE xTech Program, is conducting Accelerated Capability Event 27-02 for Spectrum Enabled Warfare. This initiative seeks operationally mature electromagnetic spectrum operations capabilities at Technology Readiness Level 6 or higher to enhance the ability of U.S. and NATO forces to sense, exploit, and protect contested electromagnetic environments. The effort focuses on four primary capability areas: Electromagnetic Support and Tactical Surveillance, Autonomous Network Management, Electromagnetic Environment Visualization and Battle Damage Assessment Tools, and Electromagnetic Attack and Active Countermeasures. The acquisition process utilizes a competitive down-select mechanism starting with a concept white paper and video submission. Up to 15 finalists will be selected to participate in a live Soldier Exercise in Germany during early 2027, with up to five final winners chosen. Selected vendors receive prize funds from a 1.5 million dollar pool and are onboarded into the G-TEAD Library of Competed Capabilities, making them eligible for rapid follow-on contracts without further competition. Potential follow-on funding includes a 10 million dollar pool for Army SBIR Direct to Phase II awards for eligible small businesses in specific capability areas and a 6 million dollar pool for Prototype Other Transaction Agreements. Eligible participants include domestic and foreign for-profit and nonprofit organizations, provided they are not based in a Foreign Country of Concern. Technical solutions must adhere to open standards such as MOSA, SOSA, CMOSS, and CMFF, and demonstrate compatibility with the EFDI Data Backbone. The submission deadline for the initial concept white paper and video is October 30, 2026. Finalists and winners must possess a CAGE or NCAGE code to receive awards.
