The Department of Defense (DoD) conducted a public-private competition under the revised OMB Circular A-76 to evaluate the cost efficiency of performing information technology services, including telecommunications, by the DoD Contract Management Agency (DCMA) across several states: Missouri, Illinois, Minnesota, Wisconsin, Iowa, and Kansas. Following a streamlined competition process, the decision was made to retain the DoD as the service provider based on a certified cost comparison which determined that the DoD's Most Efficient Organization (MEO) staffed by government personnel presented the lowest cost option. This MEO will be responsible for implementing the services in compliance with Circular A-76’s guidelines and will be held accountable under its post-competition provisions. The notice formally closes this streamlined competition, indicating that no solicitation will be issued for these services. Oversight of the competitive sourcing process is managed by high-ranking officials, including the DoD Competitive Sourcing Official, Deputy Under Secretary of Defense Philip W. Grone, and the DoD Component Competitive Sourcing Official, Major General Darryl A. Scott of the DCMA. Questions regarding the contract can be directed to Robert Diamond, DCMA Competitive Sourcing Program Manager, or April N. Brown at DCMA. The contract is identified under reference number S5105A-04-MW05, with a NAICS code of 541519, focusing on other computer-related services.
