The Bureau of Reclamation's Acquisition Operations Group in Denver plans to negotiate a single-source contract with AT&T Mobility LLC for cellular and wireless services. This contract aims to support Reclamation’s extensive travel and communication needs across the United States, including remote locations, by providing reliable nationwide wireless coverage available around the clock. Services to be provided include 4G/5G voice, unlimited texting, and data plans for a variety of devices such as smartphones, iPads, cell phones, and MiFi units. This contract will replace a prior purchase order with AT&T and is anticipated to exceed $5 million, covering device costs, service transition, and government staffing resources needed to maintain service continuity. The justification for single-source procurement is based on the statutory authority that only AT&T is qualified and capable of delivering these services at a reasonable price to the government without incurring significant costs or downtime associated with switching vendors. Although this is not a request for competitive proposals or quotes, the agency invites responsible sources to submit technical capabilities and business profiles by a specified deadline for consideration and future market research. The Contracting Office reserves the discretion to either proceed with single-source negotiations or open competition depending on any new information received. The primary contact for this acquisition is Jason Motala, and the procurement falls under NAICS code 517312.
