The 55th Contracting Squadron plans to award a sole-source 12-month extension to the existing Computing Environment STRATCOM Architecture (CESAR) contract with Lockheed Martin Integrated Systems & Solutions. This extension, effective from October 1, 2004, will be conducted under the authority of Other than Full and Open Competition as authorized by FAR 6.302-1, to ensure uninterrupted CESAR support until a potential follow-on contract is finalized. Lockheed Martin is uniquely qualified for this extension due to their ongoing task experience, the necessary skillset mix, and key security clearances required by USSTRATCOM. This action follows a previously competed contract and is not a solicitation or request for competitive proposals; however, responses received by May 12, 2004, will be considered solely to determine if a competitive procurement is warranted. The NAICS code associated with this contract is 541512, and the work is managed through the Department of Defense’s 55th Contracting Squadron office based at Offutt Air Force Base, Nebraska. Points of contact for information include Donald E. Simons and Jennifer L. Graham, both contract specialists at Offutt AFB.

This notice is for information purposes only and does not constitute a solicitation, request for quote, or binding contract, and no funds have been authorized or appropriated for the effort at this time. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time, with questions due by October 15, 2026. The government is utilizing this RFI to determine the most effective acquisition strategy, including potential small business set-asides and the most appropriate contract structure, such as firm-fixed-price, managed services, or Data-as-a-Service. The preliminary NAICS code identified for this effort is 541512.
