The U.S. Army Corps of Engineers, Mobile District, intends to negotiate and award a contract to Nomad Global Communications Solutions for the installation and configuration of government-furnished equipment and acquisition of remaining equipment for Emergency Command and Control Vehicles (ECCVs) and Mobile Communications Vehicles (MCVs). The scope includes procurement and installation of replacement control and communication equipment such as routers, switches, video controllers, satellite modems, radios, and associated wiring, as well as configuration of all new and existing devices. The work also involves scheduling installations to minimize downtime and training Deployable Tactical Operations System (DTOS) members on the upgraded equipment. The contractor must possess detailed knowledge of all control, communication, power, mechanical, and programming systems unique to each ECCV and MCV, given the vehicles' critical role in rapid emergency deployment. This procurement is considered a sole-source action given Nomad’s extensive familiarity and experience with these specialized systems. However, other capable and responsible vendors are invited to submit written notification and supporting documentation demonstrating freedom from conflicts of interest, comprehensive expertise in the required areas, and relevant past contract performance. This documentation must also show that the vendor does not compete in design, construction, or related project bids, nor act as a subcontractor for competitors in those fields. Submissions must be received within 15 calendar days of the announcement date, after which the Mobile District will proceed with Nomad if no valid alternatives are presented. The contract falls under NAICS code 334290 and reflects procurement support for critical emergency communication infrastructure without a formal solicitation process at this time.
