Security Technology Integration and Operations Support (STIOS)
Solicitation # 19AQMM-RFI-26-1008
The Security Technology Integration and Operations Support (STIOS) requirement is a market research effort by the U.S. Department of State, Bureau of Global Acquisitions, to identify qualified firms capable of supporting the Bureau of Diplomatic Security, Office of Security Technology. The scope involves the operation, maintenance, and enhancement of the Physical Security Information Management (PSIM) system and High-Definition Security Video System (HDSVS) enterprise. Key responsibilities include 24/7/365 operations center support, global security network operations, video analytics, 3-D facility modeling, IBM Maximo asset management, SharePoint development, and cybersecurity risk mitigation. The work follows a co-located operating model consisting of the Security Technology Operations Center (STOC) and the Integrated Operations Center (IOC). The anticipated period of performance is ten years, comprising a 12-month base period and nine 12-month option periods. Performance is primarily based in the Washington, DC National Capital Region, though domestic and overseas travel is required. Due to the sensitive nature of the work, a Top Secret facility clearance is mandatory. The government will evaluate performance using a Quality Assurance Surveillance Plan (QASP) with specific Acceptable Quality Levels (AQL), including a 99.9 percent availability standard for enterprise systems. This current effort is a Request for Information (RFI) under FAR Part 10 and 15.201(c)(7) to determine the availability of small businesses and other qualified vendors under NAICS code 541513.

NASA Ames Research Center plans to extend its existing contract NNA08AF13C for Information Technology Support & Services 2 (ACITS 2) with Perot Systems Government Services for an additional ten months, from February 1, 2010, through November 30, 2010. This sole-source extension is justified under 10 U.S.C 2304(c)(1) because Perot Systems is the only responsible source capable of maintaining continuity of mission-critical IT support within the limited extension period. The services provided under the contract include system administration, IT security, facilities support, network and communications systems development, business systems infrastructure, scientific computing support, and management of outreach and informational systems. These activities are essential to support ARC’s programs and missions by ensuring reliable operation, maintenance, and enhancement of various technical and administrative IT systems. The extension is designed to bridge the gap between the expiration of the current contract and the completion of a competitive procurement for the follow-on ACITS 3 contract, while also aligning with Agency-wide IT infrastructure initiatives. Awarding the extension solely to Perot Systems avoids duplication of costs, prevents service disruptions, and allows for an orderly transition to the next contract phase. Although this extension is not a competitive solicitation, interested parties may submit written statements of qualifications by September 10, 2009, which will be evaluated solely to determine if competition should be considered. Ongoing procurement planning includes a Request for Information for future services, and considerations of potential small business participation are underway. The Government’s goal is to maintain uninterrupted critical IT support for Ames Research Center during this transitional period.

Awarding an ten-month contract toanother source, at the same time procurements for NASAs Agency-wide InformationTechnology Infrastructure Integration Program (I3P) and ARCs follow-on ACITS 3requirement are in process, would result in substantial duplication of costs andunacceptable delays in fulfilling the Governments requirements and not allow for asufficient phase-in period, thereby affecting the continuity of services and causingunacceptable delays in fulfilling ARCs requirements. The proposed contract action is for supplies or services for which the Government intendsto solicit and negotiate with only one source under the authority of FAR 6.302.
