The government intends to negotiate a Firm Fixed Price type contract for Gentex boat equipment in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. FISC Norfolk intends to purchase on a sole source basis (140) Headsets, Gencom (LVIS compatible), (140) Retractable Lower Cable 6ft for amp mic and (21) Interconnect Cable, 10ft. Proposed sole source to Gentex Corporation, 2456 Brown Ave, Manchester NH, 03103. There is only one responsible source and no other supplies or services will satisfy agency requirements. The reason justifying the lack of competition is that Gentex Corporation is the OEM and the only source that can provide this type equipment and no distributors exists. Materials are for the Maritime Expeditionary Security Group Two in Portsmouth, VA. This acquisition is unrestricted. ! The North American Industrial Classification System (NAICS) code is 334290 - OTHER COMMUNICATIONS EQUIPMENT MANUFACTURING and the Small Business Standard is 750. NO SOLICITATION EXISTS AT THIS TIME. A complete RFQ package will be available on or about 15 May 2009 under the RFQ number N00189-09-T-0304. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil or at http://www.fedizopps.gov. This office no longer issues hardcopy solicitations. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. !
