The United States Energy Information Administration (EIA), Washington D.C. 20585. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of Global Oil & Gas Market Analysis Services. The Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(1)(i)(B) ? Limited Sources. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 511120 ? Periodical Publishers. Business size standard is for NAICS 511120 is 500 employees. The proposed source is IHS Global Insight, Inc., 15 Inverness Way E, Englewood, CO 80112. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent i s not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Local (Washington D.C.) Time, Friday November 28, 2014. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to 41 U.S.C. 3304(a)(1) and FAR Part 8 for the aforementioned requirement based on the application of FAR 8.405-6(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies, or services are unique, or highly specialized.
