The Directorate of Acquisition at the United States Transportation Command (USTRANSCOM) plans to award a sole source contract to Lockheed Martin Integrated Systems and Global Solutions for the maintenance and sustainment of the Global Transportation Network (GTN) until its replacement system, the Integrated Data Environment (IDE)/GTN Convergence (IGC), becomes fully operational and the legacy system is retired. This contract covers a comprehensive scope including ongoing maintenance of the GTN infrastructure at Scott AFB, IL, and Robins AFB, GA, upkeep of the GTN Pre-Planned Product Improvement (P3I) data warehouse, completion of P3I Spiral III development, and technical knowledge transfer to facilitate migration to the new IGC system. Additionally, it involves dismantling the legacy GTN and P3I development and test environments. The contract duration spans from September 1, 2008, to September 30, 2011, under NAICS code 541511. Pursuant to FAR 6.302-1 and 10 U.S.C. 2304(c)(1), this sole source procurement is justified due to Lockheed Martin being the only responsible source capable of fulfilling USTRANSCOM’s specific requirements. While this notice is not a request for competitive proposals, the agency will consider any responses received prior to the deadline, which will inform its decision on whether to pursue competitive procurement. All inquiries are to be directed in writing by January 17, 2008, to the designated contract specialists at USTRANSCOM.
