The Army Contracting Command, National Capital Region (ACC-NCR) is hosting an Industry Day forum on November 29, 2012, to engage Small and Large Businesses regarding the upcoming acquisition of services for the Army Equipping Enterprise System (AE2S). The event will take place at the MITRE Rappahannock Building in McLean, VA, from 9:00 AM to 4:00 PM EST. The purpose of the forum is to provide industry with information about the AE2S requirement, discuss the acquisition strategy, and solicit feedback particularly on the draft Performance Work Statement (PWS). While the acquisition is planned to be conducted under full and open competition with a potential set-aside for small businesses still under consideration, ACC-NCR anticipates awarding a single contract with a one-year base period plus four one-year option periods, potentially totaling up to five years. The anticipated services will primarily support the Washington D.C. metropolitan area. The final solicitation is expected to be issued around January 2013, with proposal submissions due in February 2013. Attendance at the Industry Day is voluntary but requires pre-registration with limited spots to three representatives per organization, subject to reduction if attendance exceeds capacity. The event will include a presentation from the Office of Small Business Programs and offer opportunities for networking and questions, though not all inquiries may be addressed due to the acquisition’s evolving details. Only U.S. entities eligible to submit proposals may attend, and the event will be unclassified, requiring government-issued photo identification for entry. Industry participants are encouraged to provide feedback on the draft PWS by December 7, 2012, to assist in finalizing the solicitation. The acquisition falls under NAICS code 541511, with a small business size standard of $25 million average annual receipts. The evaluation of proposals will be based on best value, with non-cost factors collectively holding greater weight than price. The forum is designed to facilitate market research, assess industry capabilities particularly among small businesses, and gather insights to shape the AE2S acquisition strategy effectively.
