The contract involves a sole source purchase order intended for the upgrade of video teleconferencing (VTC) equipment and software at the McAlester Army Ammunition Plant. The upgrade must be performed by Criticom due to the proprietary nature of the current audio, visual, network, and communications equipment and software in place, which Criticom exclusively provides and maintains. The government considers it impractical and not cost-effective to redesign or replace this integrated system with alternative vendors. The procurement will be conducted under Simplified Acquisition Procedures as outlined in the Federal Acquisition Regulation (FAR) Part 13, specifically under exceptions permitting non-competitive awards. This purchase order is issued by the Department of Defense agency located in McAlester, Oklahoma, under solicitation number W44W9M229101L. The contract follows FAR guidelines allowing a sole source award without full and open competition. This is not a solicitation for offers but a notice that the government reserves the right to decide whether or not to pursue competitive procurement in the future. Responses to the notice are considered only to inform such decisions. Interested parties are advised that telephone inquiries will not be accepted, with communications directed solely through the designated Contracting Officer, Darla Lott, via email. The procurement falls under NAICS code 541511, indicating IT service provision.

Any purchase order will be awarded under other than full and open competition as authorized by FAR 13.106-1(b) and FAR 6.302-1(a)(2)(iii). This is not a request for offers. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. Telephone requests or inquiries WILL NOT be accepted.
