The U.S. Army Small Computer Program, in collaboration with the Army Contracting Agency's Information Technology, E-Commerce and Commercial Contracting Center, is soliciting qualified contractors to provide worldwide IT services in support of the Army's enterprise infrastructure goals through the Information Technology Enterprise Solution - 2 Services (ITES-2S) acquisition. The solicitation, under number W91QUZ-05-R-0004, plans to award up to eight indefinite delivery/indefinite quantity (IDIQ) contracts, reserving up to four awards specifically for small businesses. The contracts will be performance-based, with a three-year base period and three two-year options, and the total estimated value is approximately $20 billion. Contractors must be capable of supporting operations up to the TOP SECRET level, including Sensitive Compartmented Information. The acquisition process follows the Federal Acquisition Regulation's Advisory Multi-Step procedure to evaluate potential industry participants. It includes multiple phases: initial market research via a Request for Information released in November 2004, followed by an advisory phase to assess contractor viability, a draft Request for Proposal release, a due diligence period with access to detailed Army documentation and one-on-one sessions, and finally, the release of the final RFP anticipated in early April 2005. Interested offerors must register and use the Army Single Face to Industry portal to access solicitation documents and participate in the process. Key contacts for the acquisition are provided to assist potential contractors throughout the procurement stages.
