Full Description

The U.S. Department of Transportation (U.S. DOT) National Highway, Traffic, and Safety Administration (NHTSA) intends to issue a sole source solicitation with TNO-MADYMO North America Inc. The MADYMO 3D lumped parameter simulation software is needed to support NHTSA researchers analyze impact test procedures, equipment, and countermeasures. TNO is the sole US distributor for the MADYMO 3D software. The occupant modeling using the MADYMO codes is required for NHTSA in order to effectively design test apparatus and to evaluate different test configurations. The lumped parameter crash simulation programs will provide validated computer models for all of the important automotive dummies, Hybrid III 5th, 50th, 95th, EuroSID, SID, WorldSID and others. The Government anticipates making a fixed price type contract with a base year and four Option years. Interested firms should identify their capability to provide the requested software as described above. The written response must detail information relating to the specific software being requested. Expressions of interest without sufficient detail to permit evaluation of ones ability to provide the software will not be considered. This notice of intent is neither for a request for competitive Proposals nor a Request for Proposals solicitation document currently available. A determination by the Government not to compete this action base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive contract. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quote from the TNO-MADYMO North America Inc. on a noncompetitive basis for the work described. Reponses must in writing must be received by the listed procuring office within 15 days from the date of publication of this notice.
