D--Leased Voice and Data Lines

The Alexandria VA Medical Center Contracting Office intends to solicit and award a contract to AT and T, for leased local voice and data lines for the Alexandria VA Medical Center in Pineville, LA and its CBOCs Jennings, Lafayette, Natchitoches, Fort Polk, and Lake Charles as well as the Rapides Parish Vet Center in Alexandria, LA during a period or 01 Oct 10 through 30 Sep 10 under authority of 41 USC 253(c)(2) Unusual and Compelling Urgency. The Contractor will provide leased local exchange access, commercial network service, path interface to the Public Branch Exchange to support simultaneous access, transmission and switching of voice, data and image services. The designated North American Industry Classification Systems (NAICS) Code for this procurement is 517110 with a small business size standard of 1500 employees. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. No solicitation will be published. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government. This 'Notice of Intent' to sole-source as the result of this urgent and compelling need is not a request for competitive proposals. A determination not to compete this proposed contract action is solely within the discretion and authority of the Government. Information received will normally be considered solely for the purpose of determining whether to solicit this requirement as a 'full & open' competitive procurement. No reimbursement for any costs associated with providing capability statements will be provided by the VHA.
