Interested organizations were invited to submit their capabilities and qualifications by June 17, 2010, to determine if the procurement would be conducted on a competitive basis. The final decision to compete the effort remained at the sole discretion of the government. This action is categorized under NAICS code 541511 and was processed as an award notice.
