The Department of Veterans Affairs, SAO East Program Office in Denver, Colorado, plans to award a sole source commercial purchase order for a 250mg Optical Ethernet Metropolitan Area Network (OPT E MAN) circuit to AT&T, citing it as the only provider capable of fulfilling the agency's requirements. This procurement is governed by Federal Acquisition Regulations (FAR) Parts 12 and 13 and incorporates provisions effective as of May 2012. The contract will connect the HRC Office of Information & Technology’s Data Center in Topeka, Kansas, to a new swing space location at the Home Concept Building, also in Topeka, providing critical voice and data connectivity. An expedited installation is requested, with the service needing to be operational by August 15, 2012. Although the government has identified AT&T as the sole source, this notice serves as an information update rather than a solicitation. Other interested companies capable of providing comparable services are invited to submit brief technical information demonstrating their ability to meet the requirements, particularly addressing any proprietary concerns. Submissions must be concise, no longer than two pages, and the government does not intend to compensate for any information provided in response to this synopsis. The opportunity is classified under NAICS code 517110, which includes wired telecommunications carriers, with a size standard of 1,500 employees.
