NASA/MSFC has a requirement for the Integrated Technical Standards System (ITSS).The ITSS provides Agency wide NASA users and NASA contractors with effective access totechnical standards from Standards Developing Organizations (SDOs) through a fullyintegrated and seamless system. NASA/MSFC intends to acquire these services from Information Handling Services, Inc. on asole source basis.Competition is impractical for the following reasons:IHS holds exclusive distribution licenses with several of the SDOs which are critical toNASAs mission. These include Society of Automotive Engineers (SAE), AerospaceIndustries Association/National Aerospace Standards (AIA/NAS), and the UnderwritersLaboratories (UL). The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Michael Thomas by email at contact@example.gov or fax(256)544-5028 no later than 4:30 p.m. CST on July 5, 2011. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis.
