The U.S. Department of Homeland Security, through U.S. Immigration and Customs Enforcement, is seeking to implement an integrated electronic Health Record System (eHR-S) aimed at improving detainee healthcare by increasing operational efficiency and enhancing reporting capabilities. The initiative will be executed incrementally due to funding constraints, focusing initially on deployable modules such as electronic Medical Records (eMR) and ongoing Operations and Maintenance (O&M). The acquisition strategy employs a modular approach, utilizing the GSA Alliant Government-Wide Acquisition Contract (GWAC) vehicle to facilitate the phased deployment and procurement process. The solicitation, identified by number HSCETC-10-R-00032-C, was posted as a sources-sought notice on June 16, 2011, by the DHS Information Technology Division based in Washington, D.C. The agency is actively preparing to release the Request for Proposal (RFP) for the initial task order, which will cover the first phase of this effort. Interested parties and potential vendors are encouraged to monitor official federal business opportunities for updates. The designated contract specialist for inquiries is Charles J. ***UPDATE: 06-16-2011*** The U.S. Department of Homeland Security (DHS)/U.S. Immigration and Customs Enforcement (ICE) seeks to acquire an integrated electronic Health Record-System (eHR-S) solution to increase efficiency, enhance reporting capabilities, and improve quality of detainee health care. While the long-term goal is full deployment of an eHR-S solution, the program supports an incremental funding approach based on deployable capabilities to accommodate funding constraints. The Government intends to use a modular approach to both acquire and deploy the eHR-S using the GSA Alliant Government-Wide Acquisition Contract (GWAC) vehicle. The Request for Proposal (RFP) for the first task order is expected to be released in the coming weeks and will include the electronic Medical Record (eMR) and Operations and Maintenance (O&M) requirements. Please continue to monitor FedBizOpps for the latest information regarding the eHR-S effort.

RFI-FY27-SI Powered Communications and Video Intelligence
Solicitation # RFI-FY27-SI-Powered_Communications_Video_Intelligence
U.S. Immigration and Customs Enforcement (ICE) is seeking information for an Integrated SI-Powered Detention Communications and Video Intelligence Suite to support the Office of Enforcement and Removal Operations. This initiative requires a single integrated platform rather than a collection of separate products to provide communications, voice identity, and video intelligence across geographically distributed detention facilities. The scope of work encompasses software licenses, subscriptions, implementation, integration, configuration, testing, training, cybersecurity support, operations and maintenance, and transition services. The solution must be compatible with existing infrastructure to avoid wholesale replacements and must adhere to DHS Enterprise Architecture Compliance. Key technical and security requirements include a FedRAMP High baseline for hosted cloud solutions and strict adherence to data ownership and privacy regulations, specifically prohibiting the prediction of a person's emotional state. The procurement process is currently in the Request for Information stage, with mandatory UEI and SAM registration for respondents. While final contract terms, pricing, and evaluation factors are not yet established, the government has highlighted the need for tamper-proof packaging for shipments and the requirement for U.S. citizenship for certain roles. Acceptance of the final system will be determined through government-observed demonstrations, functional tests, and security reviews.

To be considered, the platform must maintain an active FedRAMP Authorization at the Moderate or High level and comply with federal cybersecurity requirements. Interested respondents must submit a PDF white paper by October 28, 2026, at 1:00 p.m. ET, to the designated point of contact. Submissions must include a cover letter with administrative details, a company profile under NAICS 541512, a capability narrative, and structured responses regarding AI and EDRM functionality.
