The United States Agency for International Development (USAID) plans to renew its subscription to BankScope, provided by Bureau van Dijk, under a sole source procurement authority. BankScope is a specialized web-based database offering detailed financial information on 25,000 banks and financial institutions across more than 120 countries. It includes financial statements, ratios, and offers advanced peer and statistical analysis tools, as well as report formatting capabilities. These unique features are essential for USAID in conducting credit analysis and risk assessments of financial institutions outside the United States. The subscription renewal covers a three-year period from October 1, 2006, through September 30, 2009, and the award will be made via a purchase order. This renewal is not open for competitive proposals, although interested parties may respond with evidence that competition would benefit the government, along with pricing and technical qualifications. Responses must be sent to Contract Specialist Vann R. Rolfson at USAID. Absent any convincing responses, the contract will proceed without further notice. The procurement follows simplified acquisition regulations and is classified under NAICS code 511199, with the contracting office located in Washington, DC. This action underscores USAID’s reliance on the comprehensive and exclusive data services provided by Bureau van Dijk’s BankScope to fulfill its financial analysis needs internationally.

NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUEMENT DESCRIPTION: The United States Agency for International Development (USAID) intends to renew its subscription for BankScope from Bureau van Dijk, under the authority of FAR Part 13, Simplified Acquisition Regulations and FAR Subpart 6.3, Other Than Full and Open Competition. Bureau van Dijk is the electronic publisher of BankScope, a web-based spreadsheet database which provides information on 25,000 banks and financial institutions over 120 countries including financial statements and financial ratios. The program also provides extensive peer and statistical analysis functions, as well as report formatting and layout functions. No other provider has assembled a service with these components and services; these components and services are crucial to USAID's ability to conduct and produce credit analysis/risk assessments for banks and financial institutions located outside of the United States. The period of the subscription is from October 1, 2006 through September 30, 2009. The anticipated award will be made by purchase order. This is not a solicitation for competitive proposals or a request for quotations. Any response to this notice must show clear and convincing evidence that the competition of this requirement would be advantageous to the Government and must present a price proposal and technical qualifications to meet the requirement. If no affirmative written response is received, the service will be awarded without further notification. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Responses must be sent to the attention of Mr. Vann Rolfson via email at vrolfson@usaid.gov.
