D -- NOTICE OF INTENT TO AWARD SOLE SOURCE CONTRACT TO COMPUTER SCIENCES CORPORATION (CSC), FOR OPERATION & MAINTENANCE (O&M), OF the COUNTERINTELLIGENCE, COLLABORATION, ANALYSIS, COORDINATION SYSTEM

Under the authority of FAR 6.302-1, the Counterintelligence Field Activity(CIFA) Arlington VA intends to negotiate and award a sole source Firm Fixed Price (FFP) contract to Computer Sciences Corporation (CSC), 3160 Fairview Park Drive, Falls Church, VA 22042. This procurement is for the maintenance and sustainment of the operational Counterintelligence, Collaboration, Analysis, Coordination (CI-CAC) System. CI-CAC is a one-of-a-kind federated search capability system currently at Version 1.1.2. The term of the contract will be one year from the effective date of the contract. This procurement is conducted under the auspices of FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have until September 21, 2007 to submit in writing via email only, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities to provide the CI-CAC Operations &Maintenance (O&M) services. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Email responses must be received no later than 5:00 pm EST, 21 September 2007 with or without the required information, will be considered non-responsive to this synopsis and will not be considered. Facsimile responses will not be accepted. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
