The U.S. Fish and Wildlife Service, Region 3, based in Bloomington, MN, plans to issue a sole source firm fixed price order to Applanix Corporation in Richmond Hill, Ontario, under FAR authority allowing for non-competitive procurement. This contract is for the continuation of maintenance services for aerial software crucial to an existing aerial photography program supporting the National Wildlife Refuge System, Law Enforcement, and Migratory Birds missions. Due to Applanix’s ownership of all intellectual property and proprietary rights related to their technology and products, specifically the DSS 439 camera system, the agency has agreed that Applanix must be the sole provider for maintenance and upgrades. The contract falls under NAICS code 334511, with a size standard of 750 employees. While this notice is not a solicitation for competitive proposals, interested firms with relevant capabilities are encouraged to respond, though the decision to compete remains solely at the Government’s discretion. The procurement is managed by the Department of the Interior, FWS Headquarters, located in Falls Church, VA, with performance location details unspecified. This approach reflects the necessity to maintain continuity and technical reliability through the original equipment provider due to the proprietary nature of the software and hardware involved.
