The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO), Forestry Program intends to enter into a sole source firm-fixed price contract with the Forest Biometrics Research Institute (FBRI) for an umbrella licensing agreement for specialized software under the authority of FAR 6.103-1 and 41 U.S.C. 1901.

The Bureau of Indian Affairs, Northwest Regional Office (NWRO), Forestry Program requires an umbrella licensing agreement for specialized software.
