NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS
Prepared in accordance with FAR Part 5
The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO), Forestry Program intends to enter into a sole source firm-fixed price contract with the Forest Biometrics Research Institute (FBRI) for an umbrella licensing agreement for specialized software under the authority of FAR 6.103-1 and 41 U.S.C. 1901.

The Bureau of Indian Affairs, Northwest Regional Office (NWRO), Forestry Program requires an umbrella licensing agreement for specialized software. This agreement is essential to support the program's capacity to perform comprehensive analyses that inform forest management strategies and harvest planning. The software will provide the necessary framework to ensure that decisions regarding forest stewardship are based on reliable data and best practices, enabling the BIA to fulfill its responsibilities in managing forest resources effectively. FBRI is unique in both structure and service regarding the management of natural resources. The Institute is the only research, service and continuing education organization of this kind throughout the United States and Canada. No other organization, university, USFS Experiment Station or consulting firm provides the scope of services provided by the FBRI.
