D--Notice of Intent to Sole Source

U.S. Army Engineer Research & Development Center (ERDC), Waterways Experiment Station (WES), 3909 Halls Ferry Road, Vicksburg, MS 39180-6199. ERDC Contracting Office intends to solicit on a sole source basis under authority of FAR 13.106-1 to Actuate Corporation, 2207 Bridgepointe PKWY STE 500, San Mateo, CA 94404-5009. This procurement is being conducted under Simplified Acquisition Procedures with only one responsible source and no other service providers will satisfy agency requirements. Actuate Corp. is the only known source capable of meeting the Government's requirements due to the propriety software and unique capability to provide support services for the software needing maintenance support. Interested Organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1200 hrs CST on June 23, 2010. Such capabilities / qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The service is to provide the U.S. Army Corps of Engineers Information Technology (ACE-IT) with Scorecard software maintenance support services.
