Title: OSI SCADA EMS Implementation for WAPA DSW/RMR Solicitation Number: 89503023QWA000167 Notice Type: Pre-solicitation Response Date: 07/27/2023 Classification Code/PSC: DA10 NAICS: 541511 Set Aside: N/A NOTICE OF INTENT TO SOLE SOURCE TO OPEN SYSTEMS INTERNATIONAL, INC. The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a single source basis with Open Systems International, Inc. (OSI) of Medina, MN under the authority of FAR 13.106-1(b)(2), Soliciting From a Single Source, for Supervisory Control and Data Acquisition (SCADA) and Energy Management System (EMS) implementation at WAPA's DSW and RMR regions. The Government intends to acquire these services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13, specifically FAR Part 13.5 Simplified Procedures for Certain Commercial Items. This is a sole-source requirement to Open Systems International, Inc. as WAPA has previously procured the WAPA-wide licensing, which includes the UGP region's implementation under contract 89503021CWA000010, and the first regional implementation for WAPA's SNR under contract 89503020CWA000007, awarded under RFQ 89503019QWA000038. The previous RFQ clearly identified that subsequent follow-on awards will be made for the remaining regions once funding is available in future fiscal years. Use of another vendor is not practicable as OSI was previously selected as the sole vendor for the WAPA-wide common SCADA system and licensing has already been purchased for the UGP and SNR regions. A significant duplication of cost and effort would be required to use another vendor/system at this stage of the project, and it is not in the best interest of the Government to do so. As with the previous RFQ 89503019QWA000038, WAPA is not seeking system integrators to perform the implementation as OSI is solely knowledgeable and responsible for performing the work directly. The North American Industry Classification System (NAICS) code for this acquisition is 541511, and the size standard is $34.0M annually. It is anticipated this action will result in a firm-fixed-price contract with OSI in or about September 2023. The period of performance for the DSW/RMNR regional implementation will be one year in duration. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publicly issued. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Inquiries will only be accepted via e-mail to Drew So at aso@wapa.gov. No telephone requests will be honored.
