The Department of Veterans Affairs intends to award a firm-fixed-price contract to Vianovus, Inc. for the procurement of 250 additional licenses of Paragon software, Version 7. This acquisition will support the Office of Construction and Facilities Management by providing a system to track project administration data for major construction projects and architect engineering contracts. By adding these licenses to the 250 already in use, the agency will establish an enterprise solution allowing for unlimited registered users and up to 500 concurrent users. The contract includes an initial twelve-month term with three optional twelve-month extensions. Beyond the software licenses, the agreement covers web hosting, yearly maintenance, and support for all 500 total licenses. Because Paragon is proprietary software, Vianovus, Inc. is identified as the sole entity capable of providing the required sales, support, and maintenance. This procurement is being conducted as a combined synopsis and solicitation under the authority of the Clinger-Cohen Act and relevant Federal Acquisition Regulations.
