The U.S. Department of State is soliciting firms to provide comprehensive passport-related production, operational, and systems support services through a Time-and-Materials, Performance Based Indefinite Delivery Indefinite Quantity (IDIQ) contract. This contract includes a base year with the option to extend for four additional one-year periods and incorporates cost-plus fixed fee line items for materials and supplies. The services support the Passport Services Directorate of the Bureau of Consular Affairs, which handles examination, adjudication, issuance, and management of U.S. passports as mandated by federal regulations. With passport application volumes expected to exceed 17 million in FY 2007 and increasing due to regulatory changes, the scope covers multiple passport centers, agencies, and headquarters offices nationwide. Key responsibilities include managing passport production, upgrading hardware and software, maintaining critical equipment, supporting architectural facility design, conducting training for IT upgrades, and managing passport records. Additional sites may be added over the contract period, requiring similar support expansions. All personnel involved must obtain security clearances ranging from Moderate Risk Public Trust to SECRET or TOP SECRET levels, and the contractor must hold a facility clearance. The contract anticipates a wide array of labor categories, from operations managers and systems administrators to fraud assistants, training specialists, and records management supervisors, with flexibility to include additional categories and small business subcontractors. Work is expected at numerous locations across the U.S., including major cities such as Washington, DC, New York, Los Angeles, Chicago, and Houston. Award decisions will be based on full and open competition, emphasizing small business participation, with solicitation anticipated to be issued in mid-July 2007. Interested offerors must be registered in the Central Contractor Registry to qualify.
