The Department of Veterans Affairs' Office of Information and Technology, specifically the Quantico Information Technology Center (QITC), is conducting market research through this Request for Information (RFI)/Sources Sought notice to identify potential providers of Local Exchange Carrier (LEC) services in Virginia. These services will support voice and data communications for several QITC facilities, with the incumbent provider being Verizon. The NAICS code for this requirement is 517110, and the government is seeking information on service capabilities, transition timelines, and cost estimates for implementing LEC services by October 1, 2016. The RFI is issued solely for planning purposes and does not constitute a solicitation or commitment to award a contract. Interested vendors are invited to submit a Vendor Capabilities Statement addressing their ability to fulfill the requirements, anticipated transition periods, and associated costs. Responses are limited to five pages and must include company details and a point of contact. Proprietary information should be clearly marked, and submissions must be received by noon EST on August 12, 2016. The government emphasizes that it will not reimburse respondents for any costs incurred in responding, and the information collected will inform future acquisition planning without obligating the VA to proceed with a contract. The solicitation encourages participation but reserves the right to modify requirements or not respond to submissions.
