The Department of Defense is seeking sources to provide development support for the Integrated Survey And Cost Estimating Tool, specifically focusing on enhancements to the RapidBOM program. This effort aims to streamline the creation of detailed Bills of Materials used for soliciting engineering proposals for U.S. Army telecommunications projects. Key technical requirements include enabling the electronic download of Army cost model data into RapidBOM, expanding kit building capabilities for individual cable products in ISP cross-connects and OSP, and improving the process for contractors to replace generic products with priced actuals. Additional functional enhancements involve mapping and exporting actual products, creating comparisons between the Independent Government Cost Estimate and contractor submissions, and updating kit data. Interested companies must submit a capability statement detailing their experience with RapidBOM and similar requirements to the designated point of contact by August 9, 2005. The government reserves the right to determine if a competitive procurement is appropriate based on the responses received.
