The Naval Air Systems Command plans to issue a delivery order under BOA N00019-03-G-0003 to Sikorsky Aircraft Corporation, the original equipment manufacturer of the H-53 main rotor blades, without full and open competition. Sikorsky will be tasked with evaluating two advanced materials—a mature erosion-resistant polymer and a mature nano-composite material—both previously developed under a Navy-funded Rapid Technology Transition project. The goal is to identify a superior coating to protect H-53 main rotor blades from environmental damage caused by wind, rain, sand, and other harsh conditions. This evaluation will involve rigorous laboratory testing, analysis of coating application and repair processes, and performance assessments to determine the best material for improving blade durability. Once the optimal material is selected, it will be applied to existing H-53 rotor blades for ground testing at Sikorsky's facility, followed by operational flight testing conducted by the Government on an H-53 aircraft. This effort includes design, development, fabrication, installation, and application of test coatings aimed at enhancing erosion protection in challenging environmental conditions. The contract is managed by the Naval Air Systems Command in Patuxent River, Maryland, with primary points of contact Silas Alexander and Michele Webb serving as contract specialists. This synopsis is provided for informational purposes only.

MOD: The Naval Air Systems Command intends to issue a delivery order against BOA N00019-03-G-0003 on an other than full and open competition to Sikorsky Aircraft Corporation (SAC) 6900 Main Street, P.O. Box 9731, Stratford, CT 06615-9129. Sikorsky is the H-53 Original Equipment Manufacturer (OEM) and possesses the necessary technical data on the H-53 main rotor blade design. SAC will be required to evaluate both a mature erosion-resistant polymer as well as a mature nano-composite-based material that reduce the destructive effects of wind, rain, sand and other environmental conditions on H-53 main rotor blades. Both the polymer and nano-composite materials were previously developed and proven through a Deputy Assistant Secretary of the Navy (DASN) (RDT&E) funded Rapid Technology Transition (RTT) project to have potential for application on H-53 main rotor blades. As part of the evaluation process, one of these materials will be selected based on a comparative analysis of severe laboratory qualification testing, main rotor blade coating application techniques, main rotor blade coating repair procedure, main rotor blade performance analyses and level of improvement over existing main rotor blade protection. The selected material will then be applied to existing H-53 main rotor blades for ground testing at the contractor's facility followed by Government conducted operational flight testing on an H-53 aircraft. This synopsis is for informational purposes only. See numbered note 22. ORIGINAL: The Naval Air Systems Command intends to issue a delivery order against BOA N00019-03-G-0003 on an other than full and open competitve basis to Sikorsky Aircraft Corporation (SAC) 6900 Main Street, P.O. SAC will be required to assess a more erosion-resistant material for existing and future H-53 Aircraft Main Rotor Blades. This effort will include design, development, fabrication, installation, and application of test coatings on the main rotor blades to evaluate the destructive effects of wind, rain, sand and other environmental conditions.
