AI Contract Overview

The Department of Veterans Affairs, VA Boston Healthcare System, intends to sole source a contract with Verizon Communications for continued service coverage of five voice lines essential for emergency response, clinical and administrative care, and daily communications at the VA Medical Center. Verizon is uniquely qualified as the sole provider since it owns the last mile of circuitry connecting the central office to the facility, making it impractical and cost-prohibitive to use alternative vendors or replace the existing lines. This decision is justified under the Federal Acquisition Regulation (FAR) 6.302-1 authority for other than full and open competition and leverages Verizon's existing GSA contract. The contract covers recurring expenses tied to these telephone lines and emphasizes the critical nature of uninterrupted local phone service administered by the VA Medical Center, as directed by the Veterans Integrated Service Network (VISN1). Attempts to identify other vendors capable of providing the service were unsuccessful, eliminating viable competition. The government has determined that the anticipated costs are fair and reasonable based on existing GSA pricing. The contract serves to maintain operational continuity without disruption, ensuring ongoing support for vital healthcare communications.
