The 38th EIG/PKK is seeking industry feedback on a standardized pricing schedule for Communication Service Authorizations (CSAs) related to local telephone exchange services across all Air Force Bases, Air National Guard Bases, and Air Force Recruiter sites nationwide. The request focuses on evaluating the format, clarity, and readability of the pricing schedule, which includes four main Contract Line Item Numbers (CLINs) with associated sub-items (SLINs). Respondents are encouraged to comment on the applicability of SLINs to the services listed and to provide input on the classification of measured rates and the use of Non-Recurring Charges, particularly whether industry views these rates as recurring or non-recurring. The submitted pricing schedule encompasses all potential services, though actual contracts will be tailored by removing irrelevant services for specific sites. This request is not a solicitation nor a commitment by the government for procurement; rather, it aims to gather constructive industry insights before any formal acquisition is pursued. Interested parties are directed to review the Basic Agreement Statement of Work available online and to ignore references to site-specific statements of work. Comments must be submitted by close of business on November 23, 2005, to Sam Cochran at Tinker AFB via mail, phone, or email. The government does not currently have a solicitation posted and will not respond to requests for one. The solicitation reference number is FA8773-06-RFI-0001, under the Department of Defense’s 517110 NAICS code, managed by the FA5066 Hq Afmc/pk office at Wright Patterson AFB, Ohio.

The 38th EIG/PKK awards and administers Communication Service Authorizations (CSA's) for local telephone exchange services for all Air Force Bases, Air National Guard Bases and Air Force Recruiter sites nation-wide. This is a request for industry comments on a standardized pricing schedule. Although we will accept comments on errors such as incorrect formulas, our main purpose is to evaluate formats, ease of understanding and readability. There are four Contract Line Item Numbers (CLINs), 0001, 0002, 0003 and 0004. Each CLIN has sub Contract Line Item Numbers (SLINs). In addition to comments on format, understandability and readability, request your comments on whether SLINs are applicable to the services under which they are listed. Request comments on the use of Non-Recurring Charges. For measured rates, we have always considered the rates to be non-recurring. Is this how industry treats those charges? The BA SOW (Basic Agreement Statement of Work) is available at http://www-ext.tinker.af.mil/38eig/pk/pkk/Bizopps/bizopps.asp. Please ignore references to the SS-SOW (Site Specific Statement of Work). Also please note that the column E, Quantities, is not protected in order for you to test the spreadsheet. In addition, this spreadsheet includes all possible services. All sites will not have all services. In actual use, it is our intention to delete any services which are not applicable to the instant site. Therefore in actual use most pricing schedules will be significantly shorter than this spreadsheet. There is no solicitation available at this time and request for a solicitation will not receive a response. Submit responses to Sam Cochran, 4001 Hilltop Road, Tinker AFB OK, 73145-2713, PH 405-734-9907 or e-mail sam.cochran@tinker.af.mil. Responses are due no later than close of business on 23 Nov 2005. This Request for Industry Comment Synopsis neither constitutes a Request for Quote, nor does it restrict the Government to an ultimate acquisition approach. This Request for Industry Comment Synopsis should not be construed as a commitment by the Government for any purpose.
