The contract seeks industry input on the Net Enabled Command Capability (NECC) Provisional Technical Transition Architecture (PTTA), a critical component in the Technology Development phase of the Department of Defense's acquisition lifecycle. The PTTA is intended as an evolutionary bridge from the existing Global Command and Control System Family of Systems (GCCS FoS) architecture to a fully integrated, net-centric NECC architecture. The purpose of this Request for Information (RFI) is to obtain detailed industry evaluations, comments, and feedback on the proposed PTTA specification, helping the government refine requirements and ensure comprehensive considerations for the NECC program's System Development and Demonstration phase. The RFI specifically requests detailed analyses addressing which parts of the PTTA are sufficient, necessary but not sufficient, or unnecessary to meet its objectives, as well as identification of any missing standards. The government has set a timeline requiring submission of clarifications or questions within 14 days of the RFI release, with responses posted 21 days after release, and final feedback due within 45 days. All communications must reference the RFI number and be submitted electronically to designated points of contact. This RFI is solely for information gathering and planning; it does not constitute a solicitation or offer for procurement, and no contracts or payments will result directly from this request. The overarching goal is to leverage broad industry expertise to ensure the NECC architecture transition meets technical and operational needs effectively.

One of the technical areas to be addressed throughout the TD phase and into the System Development and Demonstration (SDD) phase is to develop and implement a Technical Transition Architecture (TTA) that will act as an evolutionary bridge from current Global Command and Control System Family of Systems (GCCS FoS) architecture to the fully integrated, net-centric NECC architecture. 2. (b) What parts of the NECC PTTA outlined in Sections 2-5 of Attachment 1 are necessary but not sufficient to achieve its objectives, and why? (c) What parts of the NECC PTTA outlined in Sections 2-5 of Attachment 1 are unnecessary, relative to its objectives, and why? (d) What standards are missing from Section 3 of Attachment 1, and why? The Government's secondary objective is to receive detailed analysis and responses to Attachment 1 overall (such as identification and recommended resolution of conflicts within the document). 4. Timeline - The following timeline applies to this Request for Information: (a) Submission of clarifications or questions regarding Section 3, Attachment 1, or any other section of this RFI (or any combination): NLT 14 days after RFI release. (b) The questions submitted and responses from the Government will be posted on the DITCO Contracting Opportunities Home Page at https://www.ditco.disa.mil/dcop/Public/ASP/dcop.asp NLT 21 days after RFI release.
