The Internal Revenue Service (IRS) intends to negotiate on a sole source basis under the authority of FAR 6.302-1, for the continuation of software licensing, maintenance and support of existing SAS proprietary software residing on mainframe computers at the IRS Enterprise Computing Centers located in Detroit, MI. and Martinsburg, WVA with SAS Institute Inc. of Cary, N.C. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This follow-on contract will replace the current SAS Contract TIRNO-02-C-00003, which expires 9/30/2006. SAS Institute, Inc. software products are currently used by the IRS to support development of both large scale and small scale applications for Statistics of Income (SOI), research, capacity studies and planning groups. The maximum contract period of performance, including all options, shall be five years. The following factors shall be use to evaluate offers;(1) technical capability of the item offered to meet the Government's requirement (2) price, and past performance.
