The ERDC Contracting Office plans to award a sole source contract to Executive Information Systems, LLC (EIS) under the authority of FAR 13.5 and Simplified Acquisition Procedures. This decision is based on EIS being the only responsible source able to meet the government's unique requirement for support and maintenance of SAS software licenses used by the Environmental Laboratory. The SAS software is proprietary, and EIS provides exclusive maintenance and support crucial for the continuous statistical and forecasting analysis conducted by the laboratory. The procurement will be conducted as a commercial item acquisition under FAR Part 12, and no other supplies or services are deemed suitable to satisfy the agency's needs. Interested parties may submit their credentials to the designated point of contact by 12:00pm DST on September 10, 2010, although no formal request for proposals will be issued following this notice. The contract maintenance and support renewal with EIS is necessary to ensure uninterrupted use of the SAS software, which is referenced under GSA Contract No. GS-35F-0170K. Key contacts for technical and contracting inquiries are Russell Tillman and Christopher Barnett, respectively. This sole source approach highlights the importance of the proprietary nature of the software and the critical role EIS plays in supporting ongoing research efforts at the Environmental Laboratory.
