The contract pertains to the provision of wired telecommunication services for the Veteran Administration Medical Center in Louisville, Kentucky, as well as the Newburg Community Based Outpatient Clinic and the Veteran’s Outreach Center. Currently, Bellsouth Telecommunication D/B/A AT&T Southeast is the sole provider of these services, which are critical for supporting emergency 911 calls, alarm systems, and as a backup in the event of failure of the Medical Center’s IP phone system. Given the unique nature of these services and the need to avoid unacceptable delays in fulfilling the agency’s requirements, the Government has determined that full and open competition is not feasible. Substantial duplication of cost through competition is not anticipated, and the services are considered available from only this single responsible source. This procurement is conducted under the authority of FAR Part 6.302-1(a), which allows for sole-source acquisition when the agency’s minimum needs can only be met by one vendor. Although this notice invites submissions demonstrating the advantages of competition, any response must provide detailed evidence within three days showing that competition would be beneficial to the Government. The agency invites interested parties to submit technical capabilities and relevant information via the provided contact. However, the Government retains sole discretion on whether to pursue competitive procurement or continue with the current sole-source arrangement due to the unique and essential nature of the telecommunication services being provided.
