The Military Surface Deployment and Distribution Command (SDDC) intends to award a sole source, firm-fixed-price contract for the purchase of licenses and technical support for the J-Accomplish Live Table of Manning Accountability System (LTMAS), developed and manufactured exclusively by Interactive Technologies Group, Inc. (ITG). The procurement follows FAR 12 and 15 procedures and is justified under FAR 6.302-1(a)(1) and 10 U.S.C. 2304(c)(1) due to ITG being the only responsible source capable of providing the required software and services. LTMAS is a critical tool that enables SDDC to meet mandated personnel accountability and reporting requirements by assigning personnel to manning documents, tracking strength, and providing real-time visibility into organizational hierarchies and job positions. The software is essential for projecting and maintaining accurate manpower data, including during emergencies, and support services will help sustain both current and future organizational planning. The action is driven by statutory and regulatory mandates requiring accurate real-time personnel accounting as outlined in several Department of Defense directives and Army regulations. Since ITG is the sole developer with proprietary control over the software’s source code, only ITG can provide necessary software updates, corrections, and technical support. While the contract seeks to procure these services on a non-competitive basis, SDDC has invited other firms capable of meeting the requirement to submit responses by a specified deadline, though none are currently identified. This procurement ensures continuity in SDDC’s personnel accountability capabilities vital to its operational and disaster response functions.

This is a Notice of Intent to Award a Sole Source Contract (i.e., Only One Responsible Source) | J-Accomplish Live Table of Manning Accountability System (LTMAS), manufactured by Interactive Technologies Group, Inc. Intended Method of Procurement: SDDC intends to negotiate a non-competitive firm-fixed-price purchase order utilizing FAR 12 and 15 procedures. A sole source Justification & Approval (J&A) document is being coordinated, and upon approval, a copy of it will be posted here on FedBizOpps to comply with the public display requirements of FAR 6.305. Description of Supplies/Services: The proposed contract action is to purchase licenses and technical support for the J-Accomplish Live Table of Manning Accountability System, developed and manufactured by Interactive Technologies Group, Inc. (ITG). ITG will provide licensing and technical support to assist SDDC in its manpower and personnel accountability reporting requirements. LTMAS offers a secure, flexible tool to assign personnel to their manning document, track on-board strength, and fulfill reporting requirements. LTMAS also captures organizational management and financial structures and provides real-time visibility into current job positions and managerial hierarchies. Support can be designed for multiple fiscal years and can capture future-state organization and identify personnel shortfalls in critical areas for present planning. Statutory Authority: This action permitting other than full and open competition is being pursued under the authority cited at FAR 6.302-1(a)(1), 10 U.S.C. 2304(c)(1), which authorizes sole source procurements when supplies/services are available from only one responsible source. Reason for Authority Cited: Headquarters SDDC is required, in accordance with DoDI 3001.02, Personnel Accountability in Conjunction with Natural or Manmade Disasters; Joint Publication 1-0, Joint Personnel Support; USTCJ 1-0, Directive based on Draft USTRANSCOM Instruction 36-61, Personnel Accountability and Recall Procedures; FM 1-0, Human Resources Support; AR 600-8-6, Personnel Accounting and Strength Reporting; and, AR 715-9, Operational Contract Support Planning and Management, to maintain accurate real time accounting for all assigned manpower requirements, authorizations, and employees (military, civilian, and contractor). THE LTMAS software tool suite is currently being used by SDDC to meet its mandated requirements. SDDC requires the purchase of the LTMAS tool suite in order to maintain continuity and its reporting and accountability capabilities as mandated. If the LTMAS tool suite is not procured, SDDC will not be able to track, project, or report vital personnel strengths, losses, or accountability, particularly during critical events. ITG has confirmed that it is the sole developer and manufacturer of the J-Accomplish LTMAS software application. There are no other approved resellers for the LTMAS application. As the LTMAS software developer, only ITG can issue updates, corrections, and other technical support due to source code proprietary restrictions. Inquiries: Notwithstanding, any firm that believes it is possible to meet this requirement on other than a sole source basis may submit a response, which if received by Friday, February 8, 2013 at 1:00 pm CST, will be considered. Responses to this announcement must be e-mailed directly to Carol E. Sinnard, the Contract Specialist, at contact@example.gov.

RFI-FY27-SI Powered Communications and Video Intelligence
Solicitation # RFI-FY27-SI-Powered_Communications_Video_Intelligence
U.S. Immigration and Customs Enforcement (ICE) is seeking information for an Integrated SI-Powered Detention Communications and Video Intelligence Suite to support the Office of Enforcement and Removal Operations. This initiative requires a single integrated platform rather than a collection of separate products to provide communications, voice identity, and video intelligence across geographically distributed detention facilities. The scope of work encompasses software licenses, subscriptions, implementation, integration, configuration, testing, training, cybersecurity support, operations and maintenance, and transition services. The solution must be compatible with existing infrastructure to avoid wholesale replacements and must adhere to DHS Enterprise Architecture Compliance. Key technical and security requirements include a FedRAMP High baseline for hosted cloud solutions and strict adherence to data ownership and privacy regulations, specifically prohibiting the prediction of a person's emotional state. The procurement process is currently in the Request for Information stage, with mandatory UEI and SAM registration for respondents. While final contract terms, pricing, and evaluation factors are not yet established, the government has highlighted the need for tamper-proof packaging for shipments and the requirement for U.S. citizenship for certain roles. Acceptance of the final system will be determined through government-observed demonstrations, functional tests, and security reviews.
