D--The Naval Computer & Telecommunications Station Jacksonville (NCTS Jacksonville) requires acquisition of Base Communications services to support Navy shore activities.

The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia, intends to solicit as a 100% small business set-aside, in support of the Naval Computer & Telecommunications Station Jacksonville (NCTS Jacksonville), a requirement to provide Base Communications services to support Navy shore activities, home ported and visiting fleet units, and authorized non-Navy activities under the Area of Responsibility (AOR) for NCTS Jacksonville Base Communications Office (BCO), Jacksonville, FL. These sites include NAS Jacksonville, Naval Hospital Jacksonville, Naval Station (NS) Mayport, NAS Key West and outlying sites in the Jacksonville and Key West metropolitan areas. Service Provider must install, maintain, service, and/or repair telecommunications connectivity devices, i.e., cabling, wiring, communication jacks, cable connectors, boxes, faceplates, and fuses. Services for acquisition are to install and service connectivity devices to support internet access and telephone communications. Service provider should locate navy owned outside cable plant as required, diagnose and correct telecommunications connectivity problems, provide technical assistance in all facets of telecommunications installations and\or systems, and respond to emergency or critical incidents in order to confine, resolve, and/or prevent disruption to activities. Service provider shall be in accordance with the current publication of the applicable REA, MIL, EIA/TIA, and/or other National Standards providing the standards for telecommunications service. NAS Jacksonville, NAS Key West and NS Mayport BCO Administrative and Technical technicians are required for administrative support and telecommunication support services to the bases and tenant commands.The Navy intends to solicit for a Time-and-Materials type contract for a base period of one (1) year, with (4) four 12-month option periods. The anticipated contract award start date is 1 OCT 2010. Offerors shall be required to submit both cost and technical proposals. The solicitation will consider the offeror's technical proposal more important than the offeror's cost proposal. This procurement will be a follow-on to contract N00140-05-D-0032.
