The contract intends to award a sole source task order to Dell Marketing L.P. under an existing GSA contract for approximately $155,736.32. This task order is for a three-year subscription starting around September 23, 2010, through June 30, 2013, to renew software licenses and maintenance support for the Web Application Branch that sustains seventy-two Air Force military applications. The subscription will support about 32 users, enabling Air Force members to access key tools required for managing personnel actions and ensuring timely, accurate transactions. The software, which is proprietary and unique, must be maintained exclusively by Dell as it holds the only capability to correct errors and update the software to comply with changes in laws and regulations. This sole source procurement is justified under FAR regulations due to the specialized nature of the software and services, which are only available from the original source. The contract emphasizes that no competitive proposals are requested, but the government retains discretion to consider responses before finalizing award. An ombudsman has been appointed by the Electronic Systems Center to address concerns or disputes related to this acquisition. Key contacts for the contract include the Contract Administrator, Ms. Ruth Makela, and the Contracting Officer, Ms. Rebecca Rounsavill, who are available for inquiries related to this task order.
