The Department of Veterans Affairs, Network Contracting Office 9, intends to award a sole source, firm fixed price contract to Optum360 LLC for a one-year subscription to the Encoder Pro Software License Services, which supports the HIMS Medical Coding Service at the Murfreesboro Medical Center in Tennessee. This sole source award is based on the justification that only one responsible source can meet the agency’s requirements, with the acquisition falling under the simplified acquisition threshold and licensed under FAR guidelines for single source procurement. The contract includes specific subscription items such as EncoderPro.com Payer licenses and add-ons like ICD.com Coding Clinic and CPT Assistant for a specified quantity. Interested parties are invited to submit capability documentation to the assigned Contracting Specialist, Cynthia Machuca, via email by the specified response deadline, with clear references to the solicitation number and service title to facilitate review. Responses will be considered in determining whether to proceed competitively, but ultimately the Government reserves the discretion to not compete this requirement. Eligibility for award requires registration in the System for Award Management (SAM), and businesses new to the Murfreesboro Medical Center must complete vendor registration forms to be considered. Questions or proposals via telephone will not be accepted to ensure proper handling and evaluation.
