The Department of Veterans Affairs Office of Procurement, Acquisition and Logistics plans to award a sole source contract to Penumbra, Inc. for the development of an immersive virtual environment aimed at targeted mental health therapy for Veterans. This contract involves designing, developing, testing, and validating a virtual experience that simulates triggering in vivo scenarios for Veterans with mental health diagnoses. Penumbra will work closely with VA clinical experts to create a functional prototype compatible with multiple head-mounted displays, and the solution’s utility and feasibility will be assessed through a pilot study. The decision to make a sole source award is based on the justification outlined in the Federal Acquisition Regulation, which states that only Penumbra, Inc. can meet the agency’s specific requirements for this immersive technology. The anticipated award date is September 15, 2022, and the decision supports a non-competitive procurement under statutory authority for only one responsible source. Contract oversight will be handled through contacts at the VA’s Strategic Acquisition Center in Frederick, Maryland, ensuring close coordination for this specialized mental health technology initiative.
