The contract requires 24/7 coverage for a suite of legacy paging equipment including two ACCESS 3000 paging terminals with associated cards and power supplies, twenty RPR553 voice and alphanumeric pagers, and one hundred fifty TTI OVATION units. The work must ensure 100% system uptime to support critical patient care operations, complying with federal narrow-band technology mandates and operating within VA Beckley’s facilities. Turn-Key Technologies, Inc. is the only source deemed capable of delivering the highly specialized, non-standardized services required due to the proprietary nature of the systems and the contractor’s unique expertise, experience, and inventory. The agreement is structured under RFO Part 8 and GSAM/R Subpart 538.71, leveraging commercial service acquisition authorities. The contractor must deliver a comprehensive set of mandatory outputs within strict timelines, including a detailed work plan, an Excel-based inventory of all components, defined service response thresholds with four escalation levels, a preventive maintenance calendar, a complete pricing schedule, and post-service reports. All deliverables must be written in layperson language with glossaries for any technical terms. Support must be available around the clock via phone and email with on-site response triggered by system failures, defined by emergent, high, normal, and low priority levels with resolution windows ranging from four hours to 96 hours. Preventive maintenance includes field testing of transmitter power, antenna efficiency, wiring integrity, interface card function, voice quality, and software consistency. All deliverables become U.S. Government property upon submission, with strict confidentiality and non-disclosure obligations imposed on the contractor. No bid protest or competition is permitted under this notice, and responses challenging the sole-source justification must be submitted by June 2, 2026, to Jameel Gordon, Contracting Officer, with no formal pricing details publicly available except those contained in an unattached Excel worksheet referenced by the contractor. The contract performance period is set to begin within 30 days of award, with annual maintenance visits scheduled mutually between the VA and the contractor, and no packaging, marking, or shipping requirements are specified as the work is purely service-based on-site.
